Both questionnaire sections and individual questions can be assigned to a teammate.  To do so, select either the section checkbox (and then the assign button at the bottom of the screen) or select the user icon highlighted below to assign an individual question. 

Select the user and click the Save button.  The user will then get a email notification with a link to complete the section or question assigned.
